The study was conducted to examine the challenges of students in developing their writing skills in the English language in Central Luzon State University. The purposes of the study were to investigate the challenges students face in developing writing skills, establish the strategies students employ in developing writing skills and figure out if there are differences in essay writing skill among Senior High School and College students. The findings revealed that the major challenges students face in developing writing skills included problems in the use of grammar, limited vocabulary, transition statements difficulties, inadequate learning resources and the use of correct spelling. The findings showed that most of the students do not frequently use role play and peer-to-peer teaching in developing strategies. The findings revealed that there is no significant diffence in descriptive essay between SHS and College students.
