Performance evaluation of BPRE-Initiated Technolgy Demonstration Centers (TDC) for High Value Commercial Crops (HVCC)

| dc.description.abstract | The study was conducted to describe the characteristics of the BPRE Initiated Technology Demonstration Centers (TDC) of the Bureau of Postharvest Research and Extension (BPRE) for high value commercial crops (HVCC). Also, the performance of these TDC managers as respondents and 15 clients with income generating projects (IGP). The unit of analysis was the individual TDC as an organizational unit represented by the designated managers in seven provinces. Descriptive statistics were used and comparison of performance among TDC using chi-square test was explored based on available and selected indicators. Documentary analysis were conducted on the data from the evaluation conducted by BPRE in CY 1999, 2000, and 2001. BPRE evolved the TDC performance criteria from 1999 to 2001, five major criteria were used and in CY 2001, only three major criteria were used but these were more detailed and systematic in its scoring. In CY 1999, the trainings conducted were 17 with 449 participants; eight symposia, with 362 participants; 31 meetings/orientation with 181 participants and 18 IGP were started. The best performing TDC in 1999 was C6 with a total point of 751. In CY 2000, the TDC had already gained popularity in the community where they were established which resulted in increased activities. The total number of trainings conducted was 36 with 1,213 participants trained; 38 symposia/ demonstration conducted with 1,397 participants; and 58 meetings/ orientation conducted with 3,367 participants. In terms of information campaign, 3,128 clients were served with various print materials. Three radio broadcast, 62 video showing and eight exhibits were conducted. In the same year, 113 IGP were established with C4 and C6 having the highest number of IGP. Micro enterprises were started that obtained value added income from the processing of their products. Three centers in CY 2000 started to provide custom services of the TDC through rentals of the center. Also, seven research activities related to food processing and marketing were also undertaken. In CY 2001, the three major criteria on technology promotion (30%) innovativeness (40%) and sustainability (30%) were used. On technology promotion, 35 trainings were found to have been conducted in theTDC while serving as demo center (74) and One-Stop-Information Shop (OSIS) serving 3,209 clients. Also, the TDC participated in seven exhibits. Among all the centers, C6 got the highest points under technology promotion. Innovativeness was measured in terms of number of entrepreneurs/smallholders impacted adn number of tie-ups or linkages. In CY 2001, there were 14 entrepreneurs/smallholders found to be innovative and 55 tie-ups/linkages were made. After three years, some viable business enterprises were established for C1, C3 and C7 with C3 obtaining the points (38 points) in innovativeness. Sustainability of the TDC was measured using three indicators. Findings showed the LGU budget provided for the center totalled to P386, 580, total IGP activities conducted were 73, and cost-sharing withother agencies was 50. All the outputs of thecenters were attained through the inputs provided by BPRE, LGU and SUC. The operational activities in the centers were conducted by the managers and their staff. | |
