Abstract
This study introduces the development of a web-based Strategic Performance Management System (SPMS) created for Central Luzon State University (CLSU). Facing challenges such as excessive paper usage, data accuracy concerns, and time-intensive processes for collecting summary reports, the implementation of a digital solution, E-SPMS, was proposed. The primary aim was to streamline processes, diminish paper dependency, and augment data accuracy and reliability. Key features include the management of Individual Performance Commitment and Review (IPCR) and Department Performance Commitment and Review (DPCR) forms. Through an iterative development process following Agile methodologies, including requirements gathering, design, development, testing, deployment, and review, the E-SPMS was tailored to meet the specific needs of the Human Resource Department at CLSU. This study highlights the significance of efficient HR practices and the role of information technology in optimizing performance management processes. However, while the system offers promise in streamlining HR practices and optimizing organizational performance, it also faces challenges in usability, reliability, security, and maintainability, as identified by IT expert evaluations. The findings contribute to the ongoing discourse on web-based SPMS and offer valuable guidance for future research and development endeavors in this domain. Despite these challenges, the E-SPMS contributes to the body of knowledge on web-based SPMS by providing practical insights into the development and deployment of such systems in educational institutions. It underscores the importance of aligning technology with organizational needs and offers recommendations for enhancing system functionality and usability.
