Abstract
The Bureau of Fire Protection encounters difficulties in adequately monitoring
fire protection permit applications, impeding their efficient operation. These challenges
stem from specific issues, including the absence of proper storage for permit applications,
inspectors lacking an efficient process to update inspection statuses, and clients
remaining uninformed about the status of their permit applications. As a result, the
Bureau's ability to oversee permit applications is compromised, leading to delays in
permit issuance and potentially risking compliance with fire safety regulations and the
safety of premises. In order to overcome those challenges, this study aimed to design,
develop, and implement a web-based monitoring system that enabled online submission
and monitoring of permit applications, timely notifications, and updates for clients. The
project utilized Software Development Life Cycle (SDLC) methodology which enabled a
comprehensive and organized process, leading to a more reliable system. By breaking
down the methodology into distinct phases such as requirements, design, development,
testing, implementation and evaluation, and support and maintenance, SDLC enabled
developers to approach each stage systematically. Overall, the users are satisfied with
easePermit. The system achieved an average rating of 4.97 out of 5.00 from end-users,
while IT experts rated it an average of 4.78 out of 5.00, both indicating the level of
acceptance. Its implementation has streamlined administrative tasks associated with
managing, monitoring, and accessing client records and documents. Additionally, it has
streamlined fire protection permit applications for Gapan City residents, enhancing
efficiency, communication, and processes between the BFP and its clients.
